PRESS BRIEFING UPDATE: ANSAA RELEASES VISUAL CAMPAIGN GUIDELINES FOR 2027 GENERAL ELECTIONS IN ANAMBRA STATE, UNVEILS APPROVED PERMIT FEES.

Today being Friday, May 29, 2026, the Anambra State Signage & Advertisement Agency – ANSAA held a press briefing at its headquarters in Awka, Anambra State to officially unveil the Out-of-Home Promotions and Visual Campaign Guidelines for the upcoming 2027 General Elections in Anambra State.

We wish to sincerely appreciate the support and cooperation extended to the Agency and the Government of Anambra State in our collective effort to build a prosperous, livable, clean, and digitally driven homeland. We do not take this support for granted and therefore regard you not merely as stakeholders, but as partners in the continuous development of our dear State and Nation.

In the same vein, we commend all political parties and aspirants for the peaceful conduct of their internal processes and political engagements thus far. It is our hope and expectation that this atmosphere of peace, maturity, and orderliness will continue throughout the campaign period and the elections proper. In line with the regulatory framework guiding political campaign activities in Anambra State, and in anticipation of the official lifting of the ban on political campaigns by the Independent National Electoral Commission (INEC), we wish to formally inform political parties, candidates, advertising practitioners, the media, and the general public of the Out-of-Home Promotions and Visual Campaign Guidelines for the 2027 General Elections in Anambra State. This briefing is therefore timely and necessary to ensure a peaceful, orderly, safe, and lawful campaign season across the State.

The Anambra State Signage and Advertisement Agency (ANSAA) was established by the Anambra State Government on September 16, 2010, for the purpose of regulating out-of home advertising structures and controlling outdoor signage and advertisement activities across the State. The Agency is empowered by law to issue permits and licenses for the construction and deployment of signage and advertisements, ensure environmental aesthetics, protect public infrastructure, and collect appropriate revenues on behalf of the State Government. We hereby formally notify all political parties and candidates participating in the 2027 General Elections in Anambra State of the mandatory requirement to obtain campaign permits from ANSAA before commencing campaign activities involving out-of-home visual promotions, rallies, branded materials, public address systems, and other outdoor promotional activities.

The purpose of this permit is to ensure orderliness, prevent visual pollution, protect public infrastructure, maintain professional standards, guarantee fairness and equal access to advertising space, and ensure proper coordination of campaign-related outdoor activities across the State. The approved permit fees for the various categories of elections are as follows:

📌Presidential Candidates — ₦50,000,000

📌Senatorial Candidates — ₦20,000,000

📌House of Representatives Candidates — ₦5,000,000

📌Anambra State House of Assembly Candidates — ₦1,500,000

📌Local Government Chairmanship Candidates — ₦2,500,000

📌Councillorship Candidates — ₦100,000

These permits grant candidates and [u]political parties the right to deploy approved campaign materials and activities including Posters, Public Address Systems, Branded Vehicles, Banners, Fliers, Buntings, T-Shirts, Caps, Street Storms, Campaign Booths, Rallies, and other related promotional materials within approved locations across the relevant electoral areas in Anambra State.[/u ] We expect that all campaign materials intended for outdoor display by political parties, candidates, support groups, advertising agencies, and advertising practitioners must be vetted and approved by the Advertising Regulatory Council of Nigeria (ARCON) before deployment or display. We appeal to all political parties, candidates, their supporters, and members of the public to be considerate of other users of advertising and visual promotion spaces across the State and refrain from destroying, removing, or defacing campaign materials belonging to opponents. Such actions are unacceptable, unlawful, and contrary to the principles of peaceful democratic engagement. Please also be informed that no individual, political party, candidate, or support group is permitted to erect billboards or advertisement structures in any part of Anambra State except through duly registered and licensed advertising practitioners recognized by the Advertising Regulatory Council of Nigeria (ARCON) and authorized by ANSAA.

All political parties and candidates are therefore strongly advised to work only with ARCON registered practitioners and obtain the necessary approvals from ANSAA to avoid sanctions, removal of unauthorized materials, or other regulatory actions. Furthermore, political parties and candidates are advised against the indiscriminate pasting of posters on public buildings, road signs, bridges, flyovers, drainage channels, public monuments, utility installations, schools, hospitals, and other prohibited locations across the State. ANSAA enforcement teams shall monitor compliance throughout the campaign period, and any individual, group, or organization found violating these guidelines shall be sanctioned in accordance with the laws of Anambra State.

Finally, this electioneering process should not be seen as a do-or-die affair. It is a democratic exercise designed to deepen participation and strengthen governance. We therefore urge all candidates, political parties, supporters, and the general public to conduct themselves peacefully and responsibly throughout the campaign season. Let us approach these elections in the true spirit of ndi Anambra with peace, mutual respect, civility, and dignity. We call on members of the press and all media practitioners to support ANSAA in ensuring a peaceful, professional, and orderly out-of-home campaign environment across the State.
